蓝帆医疗(002382.SZ)：丁腈手套出口美国加征关税税率降低
格隆汇2月5日丨蓝帆医疗(002382.SZ)公布，公司主要从事医疗及健康防护用品、心脑血管介入器械的研发、生产及销售，主要产品包括PVC手套、丁腈手套及心脑血管介入器械等，其中部分产品出口美国、欧洲等国家和地区。
近日，美国贸易代表办公室陆续发布了第三批2000亿美元加征关税的豁免清单、第四批第一期3000亿美元的征税清单，其中：丁腈非医疗级手套在2000亿美元豁免清单中，丁腈医疗级手套在第四批第一期3000亿美元的征税清单中。经核查，公司的丁腈手套产品位列上述清单范畴，对应公司的丁腈非医疗级手套产品将豁免加征关税，关税税率由28%下降至3%；丁腈医疗级手套产品的关税税率由15%下降至7.5%。此次加征关税税率的降低，有利于增强公司产品的出口竞争力，为进一步拓展国际市场奠定坚实的基础，将对公司未来年度的业绩及生产经营产生积极正向的影响。在此前的2019年12月，根据中美第一阶段经贸协商结果，公司向美国出口的PVC手套(包括医疗级和非医疗级)不会被加征关税。
公司分别于2019年8月2日和2019年9月20日召开第四届董事会第二十四次会议、第四届董事会第二十六次会议，审议通过了关于公开发行可转换公司债券的相关议案。此次可转债募投项目包括第三期年产20亿支丁腈手套项目、年产40亿支PVC健康防护手套项目，具体内容详见公司指定的信息披露媒体。
公司此次可转债的董事会预案公告后，已陆续启动上述新建手套项目的建设，进展顺利。公司年产40亿支PVC健康防护手套项目一期已通过自筹资金动工建设，将于2020年3月底建成试车；第三期年产20亿支丁腈手套项目将在此次可转债资金到位前、即通过自筹资金开始动工建设。因近期新型冠状病毒感染的肺炎疫情爆发，一次性医疗防护手套供不应求，为满足日益扩大的国内、国际市场对医疗和健康防护手套需要，待前述项目建成投产、新增产能陆续释放后，将对增加医疗手套和健康防护手套的市场供应、增厚公司业绩起到积极作用。
